Anyone have any information on how to make a server for Call To Power II?

I've loved this game since I was little and to see one barely functional server still up is heartbreaking. Anyone have any server creation tools available or can point me in the right direction?

I've finally got my old copy of CTP2 to work with, I'm gonna see if there's a way I can create a server which can respond to the requests sent out by the game. I feel bad because I keep saying I'm gonna do stuff and never do, but I genuinely hope to this time lol.
