Ctp2 - always the same AI Civs?

Long time site reader, first time poster. Have recently rediscovered my love for Ctp2, however am having the same problem I had when I played years ago with the AI civs. Every time I start a new game, the AI civs are always the same, French, Germans, Americans, Native Americans, English, Irish, Scots. The only change I've made to the 'out of the box' game is the official Activision patch.

Anyone else have the same problems, or know of a fix?

I read the faq FROM THE START this time and realise now that this is question number one... sorry!!

btw playing with mods for the first time now, amazing!

edit - have changed the userprofile.txt to make sure it is set to NO, and have been trying it on a range of difficulty settings multiple times, but all that changed is I get the Arabs rather than the Irish!?
