Best Mayor in AOM IV

Once I reach a dozen or so cities, I like to turn the mayors on to let them manage the specialists in the cities. Problem is, they also tend to spend all my PW when I don't want them to. Anyone know which mayor is less likely to spend your PW? BTW, I'm playing AOM IV.

In spending PW and misassigning the specialists all mayors are equal. The only difference is what they build.
