After the number of hours I have put into this game, I should know by now, but I don't...
When you have a nuke selected, one of the options you can click is "Set Target" (and of course also "Delete Target").
Until today, I haven't used this option since I have no idea what this option actually does. You can "set a target" this way, but that's it, there's no actual attack. If you want to nuke a city or an enemy stack, you just click the Move or Attack button and point towards the target of your choice, "Set Target" doesn't seem to do anything.
The only thing I can think of, is that you set a certain city as a target, and that that act in itself has diplomatic consequences. That's the only use of this button I can think of (i.e. putting diplomatic pressure on an enemy this way).
Is this a correct assumption?
