How do I find the current available PW budget?

In the Empire screen, at the bottom-center, it says 89.
But that can't be it because the tiles screen says that I can build farm and they cost 200.

Is the 89 really 890, or 8900, or is that not the total PW available?

The current amount of PW stored is in the top right hand corner of the screen, next to the gold value. The Empire Manage value is an estimate of how much extra PW you will get next turn.
