Call To Power 2 Server Software?

I've been wondering, how does Activision made those online servers for CtP2?
Are they avaliable to download somewhere?
If not, its legal to make a CtP2 server?

its probably legal. If nayone brings up CTP2 to activision they usually reply "CTP-what?"

I don't see why it should be illegal to set up a gameserver -- the main issue is getting hosted or setting up a server. The idea has already been floating around (also in this thread), though.
