I dont think theres any mod that isnt warlike on the higher levels, although medmod was quite peaceful when i played even on impossible. If you vote for the lowest barb settings and the lowest difficulty setting that would lower the overall settings we use to Very Hard (5/6) and Bandits (2/4) which shouldnt be too warlike, although we'd have to fight some early wars to get established.
As soon as you play above the Hard difficulty setting, you have to be aggressive, especially in the first part of the game, if you want to catch up with the AI, then you can revert back to a more peacefull strategy. But there is a difference between being aggressive in order to make a place under the sun and fight unended wars from the beginning to the end of the game.
Perhaps am I naive but CtP2 is not a wargame, it is a game about empire management and conquest... I know that the difference is not very big but it is one that is important to me. When I want to play a wargame I have plenty of them at home, CtP2 and the other 4X games in general are not, IMO, suited for that. At least, this is not what I am looking for. This is the reason why I don't play mods centered around the second World War and so on. For that I prefer Strategic Command... which is a real wargame.

I also hear what youre saying and most of it can be blamed on frenzy AI, AFAIK CtC doesnt use frenzy.(?)
