Keep losing Gold... Why?

Playing medium level game on XP with latest patch installed.

About 20 turns ago I had 50,000+ gold now I am down to 13,766 gold.

For some strange reason I seem to be heamorahging gold and I can't figure out where or why. Empire settings are as follows

Wages 20
Science Tax 60%
Collected 3460
Crime 31
Maintenance 544
Wages 2076
Science 1235
Savings 1028

Now when I end my turn it should go up to 14,794 gold and indeed it does. But 3 moves ago it dropped by 5000+ in a single turn.

Anyone know why? desperate here is this is seriously making this game un-fun

I just figured it out whan I read this thread on causing revolutions.

Yes you guessed it I have been running amok wif spies

Must admit I am used to CIV asking me if I really want to spend X on gettin a city to revolt... CTP2 doesn't seem to hold your hand as much. Takes some getting used to
