Can you scroll through the "offer city" list?

Ok this is a silly question, but it's driving me nuts. I have captured a former barbarian city that isn't a convenient place for me to manage a city, but if I offer it back to the original civ maybe I can get some browny points for it (they're mad at me for accidentally crossing into their territory). However, when I do "Offer City", I see a list of the first 30 or so cities I built, and I can't seem to scroll through the rest of the cities I currently own (around 90 so far), including the one I want to give away. The mouse roller doesn't do anything, and when I try to scroll by 'pulling' the mouse cursor down, the screen scrolls, but not the city list.
Any ideas?

There's no way you can scroll down

But you can try to set your CTP resolution to 1024 so you can see a bigger list.
