Borders!

Can someone tell me clearly, do improvements built within national borders, but not within city borders (provinces, as I think of em) still produce food, production and commerce for the nation?

I don't think these improvements add acything to your national food. Only tiles within the city radius is worked and therefore tiles outside of any city radius should produce nothing.

At least I don't improve terrain outside of the city radius, of course except building roads.

Hmm, niether do AI, damn... all that money, wasted on grandiose national-improvement schemes. I feel like Ghana during the early Seventies.

it's weird to play with huge maps and to see all that wasted tiles, just lying there unimproved...
