War Disapointement.

I started a game in a divine level.

I was still a Tiran, I found republic. So i decided to be republican.

But i was still in anarchia that all my cities had troubles.

I had a lot of unhappy people because of war. But I wasn't at war with anybody.

Somebody understand why ?

War unhappiness is caused by having a lot of military units out in the field.
Whether these units are actually fighting, or just admiring the scenery, does not matter.
