Actually I evaluate criminality rate as following :
Criminality (%) = (Base criminality) +(Total Building %)
Base Criminality (%) = 10 - (Total Happy - Total Unhappy).
Example :
You have :
+13 happy score
-10 Unhappy score
A tribunal (- 50 % of criminality)
Your base criminality is : 10 - (13 - 10) = 7%
your criminality is : 7 - 50 % = 3,5 (round down) = 3%
