Wormhole, where are you?

After attaining all possible advances (now in the future culture, sea, air, etc. advances), and establishing space presence, whta could be rpeventing me from building a wormhole sensor? I've never had this problem before. Bloodlust is off.

My only guess is that someone else built it, if so you should be able to build wormhole probes.

If the wonder doesn't exist so maybe, another civ build it, and you destroy the city with this wonder ...

Neither is the case. How puzzling. My only guess is that Bloodlust was accidentally left on, though I don't recall turning it on, and it wasn't the default setting when I started a new game. Even so, would Bloolust prevent me from accomplishing that wonder?
