Maximum number of cities

Hi there.

I have just completed a game on Warlord level. During this game I encountered a problem with the maximum number of cities supported by a government type.

Virtual Democracy can support something like 122 cities. For every extra city after that Empire Size-penalties starts to take effect.

Is there a way to change these limits, eg. edit a text file? I love large empires and always had 255 cities in Civ2 before conquering the last of my foes.

Please help.

You can change the empires size limits in the file govern.txt.
