Is it Possible in Single Player to Start at Renaissance or Modern?

In Multiplayer..you can start what age you want..exclude what you want and so forth..However..is it possible to say start a game in Modern..(Single Player..offline)..with all the respective advances and city improvements?)

The closest thing I can think of to doing what you want is through slic using the grantadvance function, other than that, I don't think so.
