For one thing, the time interval between mods and the original program. There doesn't seem to be any comparison on this basis between Civ II and CTP. I'm with those reviewers who said CTP should not have been (rush-)launched at the time it was, needing almost an immediate patch (fix) that it did!

actually, that mainly has to do with the easiness of modification. the first ctp mods were additions or changes of the civs(something easy to be done)
