I think part of the production goes towards maintaining troops (in the units tab it shows how much production is being used for them)
I'm not to brilliant at the defence in the early years, it's the war walkers I love! and Leviathans are great against air and space enemies. My tactics recently have changed for the medieval times to adding horse archers, for quickly finding hidden slavers and clerics. Two or three Archers in a city (with phalanx/legion) until cannons and musketeers come along. A couple of grouped knights and horse archers within reach of at least 2 cities in case of barbarian threat. And that's all I can think of for now.
