OK, so I playing a game last night. I'm exploring the uncharted parts of the map with a ship of the line. Lo and behold I stumble upon a coastline and on that coastline is a canon from the next most powerful civ (this is single player, by the way).
I end my turn and the canon fires upon and sinks my ship. I have no treaties with this country nor am I at war.
When my turn comes around, I check my diplomacy screen, I'm STILL not at war. Well, I'm not going to let an attack on my ships go unanswered, so I begin making war.
Now, as I'm doing this, I pillage one of their fisheries. This is before I actually attack anything. When I do my pillaging, I get the message, "You have broken the cease fire with..."
How can this be? They just sank my ship! I pillage a square, and I get stuck with making war? This is not fare at all!
Does anyone know what the heck happened? This seems really messed up!
