Has anyone ever tried to make canals in CTP?

Has anyone ever tried to change the terrain.txt file
to allow terraforming of beach tiles?

This would simulate building of canals and filling in land
to gain additional space (ala the netherlands)

I've tried doing it, by adding flags, but they don't show up
in the terraform section

Try the Apolyton CTP site in the downloads section. I think someone may have come up with a mod to simulate canals. The link should be at the bottom of this page.
