I stared playing civ 2 and civ 4. I just got call to power. I am having a problem with my underwater cities, as soon as i build one they riot the turn after and are destroyed due to famine. Any tips?

They might be dying due to capitol distance unhappiness penalty. This penalty doesn't show up on the tabs until its existed for a turn. The city doesn't have below 73 happiness after you build it correct? You may have to force that first civilian to be an entertainer until you can rush buy a temple.--Higgs
