What variables are involved in the power graph?

Is there a way for me to edit how it works?

Can't remember all factors but production rate plays a major role in power graph. Specifically whenever a unit or a city improvement is built the power graph goes up (settlers are an exception). After a wonder is completed 1-2 turns after you'll notice a boost in your power graph.
