AI Build Order question 1-24-2005

I am wondering in what file is the ai build order?

I am trying to beef up the ai to do more happiness improvements as well as increase the range it settles.

With a lot larger map I am trying to get the ai from simply wandering around.

Additionally alter the necessity to build multiple military units early on, if possible.

I am not sure if this is even possible..so I decided to ask

I think that there are lists in the default\gamedata\ai directory somewhere, but they are ignored in scenarios, so if yu want them to take effect you must alter the 'primary' versions.
