If you keep blasting at him with your SOL, and you have a unit on that SOL, you can always just try to move the unit onto the city, if there is nobody left, he will take the city. If there is sombody left, you will just get a red line, and won't be able to move onto the island.

This is SOL tactics. You can keep shelling until you kill everybody, then that guy on the boat will be able to move onto the island.

One trick to remember though, don't use nine SOLs, just eight (or less.) Otherwise you won't be able to move the guy off the ship.
