Bonus Points Policy when PBEM mod is used.

The previous poll had four options.

1. Fast Winners Get the same bonus as any other game. 2 votes 16.67%
   
   Bonus is reduced 7 for < 100, 3 for < 150. 4 votes 33.33%
   
   No Speed Bonus is awarded. 2 votes 16.67%
   
   Bonus is changed to 10 for <50 and 5 for <100 4 votes 33.33%
   
   Total: 12 voters 100%

Since options 2 and four were tied, I repeated them here for a run-off vote.
