What do I need to do to place my own-made leader pic (it's .tga) to the game?
The Chuck Norris military unit was not used in the game Civilization 4, because a single Chuck Norris could defeat the entire combined nations of the world in one turn.

The *tga files must be in a 16 bit uncompressed format and they go into the ..\ctp_data\default\graphics\pictures\ directory.

To add a civ you have to edit the civilsation.txt in the ..\ctp_data\default\gamedata\ directory and the civ_str.txt in the ..\ctp_data\[your language]\gamedata\ directory. Just copy all the entries of one civ to the end of the file and modify them, so that no entry is doubled in the final file. If you use a non English version of the game you have also to modify the str_loc.txt accordingly.

For the Diplomacy photos every civ has such an entry in civilisation.txt:

    CIV_EMISSARY_PHOTO AFRICAN_MAN_PHOTO

AFRICAN_MAN_PHOTO is a string variable and it contains the name of a *.tga file you find these names in the civ_str.txt.

Well in comparision to the original images it should be indeed a little bit sharper. But one think that is too sharp of this picture are the edges between the background and the added image, it looks like it is cut out from somewere and sticked on the background. Well of course this is the case, to make it less looking like this you have to blur the edges.

Back to the sharpness of the picture, if you think it is too fuzzy then you have to find a better one, if you can't find a better one you have to take this one, if you really want St Patrick as leader. Finally in the end it is your mod and you have to be confident with it.
