Map editing

I want a map that is mainly water (lots of underwater citys ) and what land there is make it all grassland (no marsh, forrsts or mountains/hills/rivers) rich in goods. Is it possible to have such a map? How do I make one? If the game is on CD how can I modify a map? help me please

You can edit any map using the cheat menu or create your own from scratch using the cheat menu. Click the ctp maps link at the bottom of this page and you'll find a page on edit maps and saving properly and also a collection of maps to download.

Ya, it's a pretty simple tool to use, almost like using an airbrush in photoshop.
