Adding terrain improvements?

Something I've been wanting to add but haven't been able to figure out - canals as a terrain improvement, maybe with engineering. Does anyone know how to add a terrain improvement?

It seems silly that we've been building them for a few thousand years but they're not included.

I don't think this can be done. There is a file called tileimp.txt where all the other tile improvements are but I think all the graphics for tileimprovements and terrain can't be added or modified. At least I have not found a way.

I'll have a look for you because I want a few more tile Improvments for my Mod, because of all the extra races.
