Copied from the Readme:

I would also recommend going into units.txt and reduce the pollution caused by rail launches from 50 to 1 for units that have this feature."
I have searched the units text and I can not find any mention of rail launches. Could some please point in the right direction?

Search for just 'launch'. I believe the actual function is 'Launch_Destroys_Ozone'.
