Multiple Civ Leaders

I notice, upon looking at the coding, that the characteristics of a civ (such as willingness to fight, or to create a theocracy) can be altered by a player by hitting the "male" or "female" buttons. Would it be possible to change the picture of the leader as well? I was thinking that you could change the buttons to "Choice 1" and "Choice 2", and each choice would be a different leader, with correspondingly different names, pics, and personality traits. For example, for India "Choice 1" could be Mohandas Gandhi, with an appropriate pic, and he would act as "Cleric", while "Choice 2" could be Ashoka, and he would be more of a warrior. It seems that something like this could be done, but I don't know how. Any help out there?
