EU2 features several innovative features that, IMHO, are worth imitating. I highly recommend playing it should you have a Windoze box sitting around.
1. Separate the concepts of ownership and control of cities. Conquerors do not own a city they control until peace is signed.
2. Everything (cities, techs, gold, maps, etc.) is given a numerical value. The capture of cities and destruction of armies quantifies the losses/gains for the AI. The player is then able to demand up to roughly half of the value of their conquests with a reasonable chance of acceptance against the AI or offer up roughly half of the AI's conquests when losing.
3. Outright annexation is only possible with nations meeting under either a city number cap and/or a population cap.
