My vote for Civ2 rules + eventual additions/corrections. Do Civ2 properly before starting on Civ3. Not that I'm conservative or anything but the Civ2 isn't broken to begin with and with Freeciv you're able to fix things impossible in Civ2 (like a solution to ICS).
Skeptics should forego any thought of convincing the unconvinced that we hold the torch of truth illuminating the darkness. A more modest, realistic, and achievable goal is to encourage the idea that one may be mistaken. Doubt is humbling and constructive; it leads to rational thought in weighing alternatives and fully reexamining options, and it opens unlimited vistas.

I like the idea of an open-source Civ2 clone. I wish I had some RaGiN' coDINg SkiLZ. I think it would be best to start with Civ2 and move on to obvious corrections, new features that expand on Civ2 ideas (not radical departures like variable city radius), and clever fixes to such pandemic problems as ICS.

I went to the site and checked it out. AAaagh, gave me a headache.

        Freeciv rules

I am all for Freeciv having its own ruleset. It would be nice to fix some glaring problems with the paycivs as well as creating a game that has a more original tech tree, unit and building lists and maybe even governments. I definitely think Freeciv should retain civ1 and civ2 compatability but not use them as default.

Freeciv has its own ruleset, it is just very similar to Civ2's right now

A lot of people are talking about making new rulesets at the moment, so I would be surprised if nothing came out of it.
