There should be more promotion levels (at least 2 or 3). So barracks airport and port facility would produce level 1 veteran units, but level 2 and 3 veterans could become only in real battle.

Yep. Although the default rules have not yet changed, you can now make rulesets that have up 10 veteran levels.Comment
