I was wondering if the effect section in building.ruleset worked at all?
I was trying to add governments to my setup (win2000 sdl CVS client and server). I was trying to make the palace for government type "Green" slow global warming and lower polution player wide. I didn't think it was working so, believing I had confused everything, I tried to make a small change to the harbour and see if it worked.
I lowered the cost, changed the tech req. to "None", changed the food bonus to 2 instead of 1, and started a new game. Sure enough the cost was down and it was immediately available, but the effects were the same a usual. I also tried "Prod_Add_Tile", "City", 1, "Ocean", "None" with no luck. It was always just a bonus of 1 food.
So are the effects actually just defined in the code?
