Changelog in 1.14

I was looking at the changelog file for 1.14 and it seems like it is the changelog from 1.13. The top entry is for the release of 1.13 and the other entries go back further in time.

Does anyone know how I can get the changelog file for 1.14?

In particular I am interested in the changes to the client/server packet communications.

Yes, that's correct. I messed up the Changelog for 1.14, in part because making changelogs for (non-main) cvs branches turned out to be a lot more difficult than it was before we had cvs branches. It does exist, though, you just won't find it all alone in one place. Check out ftp://ftp.freeciv.org/pub/freeciv/latest/ for changelogs since 1.13.0.
