Is there any documentation describing the file formats of the different files? I am thinking of making a modpack and am wondering why there is not any convenient (IOW, not scattered through nine different files) explanation of the formats.

No, there is no unified documentation of the ruleset files.
They should be pretty self-explanatory, though, and some documentation is inside the files themselves. If you have any questions, feel free to ask.
