bz2 compression of savegames

Is it possible? If yes, how to enable it w/o putting something in commandline every time i run my freeciv?

Sorry, it is not possible. Freeciv uses gzip compression only. There are no plans to add bzip2 compression, partly because there is no pressing need (gzip works fine) and because bzip2 is much slower than gzip.
