When ownership changes All that changes are the orders (and the Administration from whence they come). PublicSector just stays with the economy, which is associated with the square, as does everything else in the economy. If you look at PublicSector you will see there is not much there except a few utility variables to record what spending was on the previous turn. With the current code All that is required upon an ownership change is where the orders come from.
Now if you are talking about migrating the economy to the province level, then the PublicSector values might become stale, and some correction mecanism might be needed when a square changes hands. But I am not ready for that migration yet.
