hmm - maybe give the AI factions probe immunity? That way, if we want techs or cash from them we have to play nice (or threaten them) and rely on getting some good covert ops battles among us human players
It would actually spawn a different playstyle (for me at least) with a minimnum of well probe-defended coastal bases (whereas I usually head for the coast for as many bases as possible, to get navies, aquafarms, trawled energy etc. all working for me - that'd have to change)
