Multiplayer Rule Scripting

Hi, Im a avid Alpha Centauri player and I'm about to begin playing it with a friend in Bath while I live in Sheffield, which are both in the UK. We're going to do PBEM.

Im wondering if certain rules can be enforced by scripting,
eg. Such as disabling certain technologies from being researched. An example would be a line of code that says
" Disable Technology = 7 " Where 7 would be Doctrine: Air Power."
