The hive runs the perfect society in which all are equals and so
as the most advance society in planet the Hive sees no reason to report or explain anything to the other retarded factions, specialy to one for wich the war is a sacred goal.
All though all the above writen our all mighty chairman decided in his benevolent wisdon to explain to other factions why this specific move is necessary.
The hive sees as a danger the fact that there is no other faction holding these war dogs from its gates and thus it needs to be proactive and not wait till surpaisingly attacked.
