How about either:
1. Destroy the SP and then give both bases (if possible) to the player most disadvantaged by the AI boost from earlier in the game.
2. Just destroy the bases.
3. In 5 turns, giving one base each to the two factions lowest on the power graph, with the lowest getting the SP base.

...just some thoughts.

Problem fixed. We used to name turns "TW217x". I'd just send the last turn in my save directory, which was inevitably the right turn. With the switch to turns beginning "TimeWarp", I need to remember that the most recent turn is not the last one in the directory. Sorry.
