My map editor set elevations fuction seems only to set at one level above or below sea level. How do you get other evlevation levels with the map editor? Or do you have to use the senario editor, and create formers to raiser above level 1?

That was on a tile that start at level one. Perhaps I will expirement with a tile starting at negative elevation and see if I can click it up more that level 1.

Using the Shift+Click mouse-button method never has worked for me, although many others use it all the time. Maybe it's the mouse itself - in my case and yours.
I use the Menu sequence with correct results every time:
Click on the Elevations button in the Terrain Toolbar, then:
          • Menu > Edit Map > Place At Cursor (to increase elevation)
          • Menu > Edit Map > Remove At Cursor (to decrease elevation)
It might seem like the long way around, but it gets faster with practice (helps to be mouse-proficient, too).
I am on a mission to see how much coffee it takes to actually achieve time travel.

Its ctrl click (crtl=shift=click to paint) I still cannot get the paint to work, but the crtl click works with a delay, for some reason I have the hold the crtl down for little while befor clicking to change elevation, or else all it does is recenter the cursor.
