There seems to be a deleted planetary council proposal in alpha.txt. I put it back in and everybody voted against it and wouldn't change their minds. What does it do?

Under #PROPOSALS, the last line (after Reinstate U.N. Charter) reads:
..., Disable, ...
There is no indication of what it may have been.I am on a mission to see how much coffee it takes to actually achieve time travel.

FWIW, from Prima's "Strategy" Guide, APPENDIX C: CUSTOMIZING, REMAINING SECTIONS:Nothing is said about adding new proposals. I suppose you could add some by simply inserting more lines in the correct format (Proposal, Prerequisite, Effect), but they wouldn't do anything other than provide another opportunity to assemble the Council.#PROPOSALS. You can change the name or prerequisite Tech for any of the Council Proposals, but you can not change their effects.

You can create homourous council proposals, just for the fun of it - "who is the hottest faction leader?" etc.... This body holding me reminds me of my own mortality...
