Is it possible to engineer a faction to wantonly commit atrocities (preferably without using the scenario editor)? I just thought this might be an interesting feature.

Make them like a cross between the Gaians (the only faction to ever successfully nuke me ), Hive (the faction who constantly built nukes but I always intercepted them ) and the Believers (who have repeatedly used nerve gas on my innocent citizens ).
I'd suggest this personnality:
1, 1, 1, 1, 1 (want it all!)
Give them tech for nerve gas
Give them a probe team at start
Give them faster research (faster to get those nukes!)... This body holding me reminds me of my own mortality...

Free Nerve Gas? Wow. That might be interesting indeed.
Factions are very willing to commit atrocities against the Usurpers and Caretakers, or when the U.N. Charter has been repealed. Just to test the suggestions, I changed the Pirates' personality to 1, 1, 1, 1, 1; I haven't been the victim of any unprovoked atrocities just yet, but I'll keep you posted.Everything changes, but nothing is truly lost.
