you can have as many as you wish in your main game folder.

You can only have 7 custom factions listed in your alphax.txt file. Combined with the seven original factions and the seven expansion factions, that means you can choose the seven factions that are in the game from 21 factions without having to further edit the alphax.txt file.

Of course, it is a simple matter to edit your alphax.txt file if you want to play a custom faction that is in your directory.

For a modder, it means that you are limited to only seven additional factions unless you are willing to eliminate some of the 14 official factions.
