[C4:AC] Mod to be used for prometheus virus

Can someone review this and see if it would work as the prometheus virus. or other viruses

It has some cool advantages:

1. It can spread from city to city
2. Can spread to units and kill units
3. Is slowed down or cured by facilities.

Just been messing around with this today so it's not anywhere near complete. Just wanted to let people take a look at it and let me know what they think. The basic idea behind this mod is that cities with a high unhealthiness have a chance of creating a plague that can kill their population...
