Why does the Toxic strategy necessarily have to be bad for your own citizens, particularly if it's part of the terraforming victory?

Because that's precisely how the toxic strategy is conceived.

If you're concerned for your people's welfare, you'll presumably pursue a mitigation approach with a democratic government and lots of social spending, rather than intentionally trying to poison the land, or worshipping mind worms, or going Cybernetic/Slavery and liquidating your flesh-based population entirely*.

If you like, think of Genesis as "the terraforming victory" and Apocalypse as a completely separate victory conditon. All they have in common is that they kill Planetmind.

*I'd like to see this as an option too, though it's not really related to the thread.
