Hi EmperorJay, I strongly suggest you PM Rubin and discuss how you can cooperate as the buildings are very dependent upon the tech tree. Also you could consider doing things like putting the building maintenance or functions in comments on your file as these are features in SMAC not yet implemented, but would be helpful to know.

Here is a mod in which the creator managed to build and depict stuff on coastal tiles/coast itself in C4.
Could be used as the basics of a tidal harness...
