      I am pretty sure all sound files are accounted for.
      One more check and then start the descriptions.

                Try to delete em and then run the game.
                Late game save will probably fit the best where all the possible sounds have been unveiled by tech.
                Go doing all the things you can think of and once you stumble upon action resulting in no sound where it should, you've got the clue!

                  It may also be that some of the sounds are simple crapload which never gets used, as some chassis graphs and text files.

                      taking a day or 3 to finish off the operational manual for the club I am in...then back to the sound

                          We don't need to identify every last sound file right now IMO, if you find it very difficult to find out what a particular file does, you should not lose time to it.
                          The objective is to have the most needed sounds (like background music, unit motion sounds, battle etc, and most needed action sounds, click on a button, probably some others) identified.
                          If the legal issues are harsh, we will have to make some sounds anew anyway and if the game sound structure differs slightly, we will need to adept to it as well, leaving something out or making something new.
