First, some faction needs to have discovered Orbital Spaceflight.
Then, go to the F6 screen. Click on the numbers that indicate how many of each satellite each faction has. As far as I know, you can only add satellites.
When you remove Orbital Spaceflight from the faction to which you gave it, beware: apparently, the AI will, under some circumstances, produce missiles as if it had researched the tech. For this reason, I always give Orbital Spaceflight to a human-controlled faction when setting up satellites.

CT hasn't specified this, so just to make it clear: you have to right-click on the satellite numbers. Ctrl or Shift right-click to remove them again.

Note that satellites get destroyed by Solar Flare(Was it this one? ) random event.

Energy satellites for sure, not sure about the nutrient satellite. But Pholus mines are not affected by that event.

Pholus mines have their own special event.

ive been having a prob getting them placed without reloading,IE i give the techs the sav scen-> reload the scen, then it will let me place sats. this normal?

also is there a way to give more than 1 at a time? 30\30\100 times 6 = 960 clicks!

I played a bit with giving satellites to factions in scenario. The way so far established by me is:

                        1) Do it befor setting up technologies or factions. you may actually switch to any faction, but you may just use the first you open a scenario with.

                        2) In menu "Scanario" find "Edit Technologies". For the current faction give it
                        - Orbital Spaceflight technology
                        - doctrine Air power (it is needed if I am not mistaken)

                        3) this may be needed. Save scenario, then right away load it. I noticed sometimes it is needed to the next step. sometimes not, I am not quite sure why.

                        4) Open screen F6. Orbital satellites. Move mouse over the specific satellite type. Right mouse click adds a satellite, and with shift you deduct one. It is a bit tiresome to give like 100 to a single faction, bu it is only one mouse button click

                        5) after hundreds of clicks or maybe thousands. save the scenario again.

                        6) Now reset technologies for all factions. This is also somewhere in "scenario" menu. This solves problem of possible "ghosts" - using some advanced technological benefits by AI factions. Also for unknown reason some AI factions were getting weird technologies. This should solve the problem.

                        7) You can proceed with giving factions their starting techs, they should have none after step (6). You will not be able to see screen F6 before you get Orbital spaceflight, but benefits should be visible in bases. Remember that if a base has no Aerospace complex, benefits is halved.

                        * I found that
                        - solar satellites are destroyed by solar flares event
                        - minerals satellites are destroyed by meteorite strike on Nessus Prime
                        - nutriet satellites are eaten by xenobabana
                        Mart

                          Quite confusing point..

i gave the techs in turn out to all AI players and then edited em away, just to run up against conventional wisdom none of the AI built anything to do with those techs.remember to obsolete their units in the workshop however

actually,i got a fun and playable AI running with just 4\10\50 and i think ill turn the food stats down to 2 infact. although hive\beleivers suck so much in testing they still have 10 food sats. gave them pre-established colony pods scattered over their areas to make sure they cover a huge area, instead of the usual growth pattern, only got 1 SP and that took some major effort...WP of course
